Construction and Building Restoration update: 10 February 2012

Introduction to CDM 2007 Regulations

The new CDM 2007 Regulations revised and brought together the Construction Regulations of 1994 and the Construction (Health Safety and Welfare) Regulations of 1996 into a single regulatory package and came into force in Great Britain on 6 April 2007.

Wright Safety Solutions can offer services as a Safety Consultant or Safety Representative for dutyholders responsible for construction projects.

CDM 2007 requires that construction project team should now include:

  • Client - who is having construction or building work carried out as part of their business.
  • CDM co-ordinator - appointed by the client to advise the client on health and safety issues during the design and planning phases of construction work.
  • Designer - who prepares design drawings, specifications, bills of quantities and the specification of materials. Can be an architect, engineer or quantity surveyor.
  • Principal contractor - usually the main or managing contractor for the work. Has to plan, manage and co-ordinate health and safety while construction work is being undertaken.
  • and other contractors and the staff/workers

NOTE: persons performing these roles must be clearly defined in a notifiable project. For smaller projects there can be overlap of duties/functions/roles, see http://www.wrightsafety.co.uk/cdmguide3.htm

The CDM Approved Code of Practice was published in April 2007 and can be purchased at:

CDM2007 ACoP from http://www.hsebooks.com/Books/

So, both the CDM Co-ordinator and Principal Contractor have significant Health & Safety responsibilities and either can employ a Safety Consultant to assist with the management of health and safety on a construction site, carrying out Site Inspections and Risk Assessments.

Wright Safety Solutions Has acted as CDM Co-ordinator for small building projects and can offer services as a Safety Consultant or Safety Representative for dutyholders responsible for construction projects.
